COM2 - Fire (RFT & TFT)

Reporting to the ECC Fire Supervisor, the Emergency Communications Operator 2 [ECO 2] - Fire is responsible for playing a key role in the deployment of resources for Fire Agencies upon receipt of report information from 911 or other appropriate sources. The ECO 2 - Fire receives reports; makes decisions on the required resources; transmitting assignment of services for fire to personnel via radio and/or automated CAD Systems. This position is responsible for optimum use of resources through appropriate assessment of the reports received, geographical location, and resources available.
WHAT YOU WILL DO:
- ECO2 performs all the duties required of an Emergency Communications Operator I (ECO1).
- Responsible for responding to emergency call reports requiring Police or Fire personnel and resources; dispatching appropriate equipment and personnel; maintaining contact with same throughout the call; and completing all necessary reports.
- Responsible for effective and professional communication with first responder agencies and others involved in reported events.
- Provides high standard of service delivery on calls to first responder agencies: critically assesses priorities and available units to determine the requirement, and a corresponding priority sequence, to dispatch tools and/or resources; solicits more information as required to make this determination.
- Critically analyzes files reports to determine what level of action is required and ensure response times are followed based on priorities.
- Responsible for communicating and collaborating with other Emergency Service agencies including provincially dispatched services, and makes decisions to request services/resources from same.
- Responsible for ensuring the involvement of other agencies required for a call such as EOC, PEP, North Shore Search and Rescue, Public Works Branch, B.C. Hydro, BC Transit.
- Communicates with other ECO2’s, the Central Dispatcher and the ECC leadership regarding resources available, reports received such as Priority 1 calls, and services deployed.
- Responsible for maintaining geographical knowledge of the areas dispatched and maintaining any related reference materials; familiar with the Disaster Plans for each jurisdiction served.
- Responsible for understanding and implementing special units when required; e.g. incidents that require special resources such as ERT, Dog Squad, or Accident Investigation.
- Makes recommendations to the ECC Supervisor to set up a breakout room for an event based upon circumstances and the information being received from first responder agencies.
- Responds to requests for information from field units by using CPIC and other information sources.
- Assists others in gaining familiarization with the communications operations of E-Comm by allowing E-Comm staff members, staff from other Emergency Services Agencies and authorized members of the public to listen to and observe their daily activities.
- Responsible for keeping current on backup procedures and for performing job functions on a manual system in the event of a primary system failure.
- Attends court to give evidence, when required.
- Performs related work as required.
MINIMUM QUALIFYING CRITERIA:
Candidates must clearly demonstrate they meet ALL criteria below to be considered further in this process.
- Grade 12 diploma supplemented by courses in communications operations.
- Minimum of six (6) months experience as an emergency services call taker, preferably with E-Comm and proven ability as a Dispatcher.
- Must obtain and maintain enhanced security clearance.
ADDITIONAL KNOWLEDGE, SKILLS AND EXPERIENCE:
- Excellent computer and keyboarding skills in a Windows environment.
- Flexibility around potential requirement to be assigned to a new Team.
- Demonstrates a strong commitment to punctuality
- Demonstrated job performance and the ability to work in a team environment.
- Incident Command Systems 100 (ICS 100)
SECURITY REQUIREMENTS:
As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained.
JOB DETAILS:
- Number of positions: Minimum of 1 regular full-time and minimum of 1 temporary full-time
- Job status: Regular Full-Time and Temporary full-time
- Anticipated length of temporary assignment: temporary assignment to end November 3, 2026
- Hours of work: 4 on 4 off (AADD), 12-hour shifts
- Wage/Salary: PG 22 | $42.16 to $49.59 hourly; $84,404.32 to $99,279.18 annually (2026 rates)

- Selection process: The successful candidate will be selected after the completion of a Background Review stage and a technical and behavioural based interview
- Interview scores: The pass mark for each stage of the interview process (excluding the Background Review Stage) has been set at 60% for this competition. Candidates must obtain a score of 60% or higher in order to move to the next stage of the process
- Note: Where candidates achieve equal scores at the final stage, seniority will be applied as a tiebreaker in accordance with the Collective Agreement.
